Keeta's own SDK docs don't state the exact counting unit for "transactionCount". Live: 75.7M transactionCount vs 887K blockCount (~85 tx/block), so it counts individual operations, not one per finalized block/vote staple. Keeta only finalizes voted-on blocks, so rejected operations are not expected to reach the ledger or this counter.
